APPROACH TO THE PROJECT

As a Constructor, EII offers the so-called E-P-C approach where the design and construction of the project become solely EII's responsibility.
Based on the Client's Terms of Reference, EII will prepare the Design/Engineering of the project , leading further to the execution of the plans, thereby completing the project through a commissioning and submission stage. In this way, a Client or Owner can be assured that it’s earlier target in terms of Quality, Quantity, Cost and Time as so stated in the project’s Feasibilty Study will be attained.
EII therefore will carry out:
Planning, design and engineering of the buildings and its facilities for Client's approval prior to implementation.
Select specialized contractors based on their expertise for works suitable for them within budget allocated for each particular works.
Organize and manage all parties involve in the project to achieve project objectives within the time and cost limit allocated.
Set up quality assurance systems for Client's interest protections and assure Client's programs are achieved.

In the Construction Management approach, construction contracts are made between the project Owner and the specialist contractors, managed by the Construction Manager, while one of the contractors will take the role as Lead contractor. As the Engineering design will be prepared by the Engineering consultant, whereever possible, EII will recommend to combine this system with the so-called “Fast Track” system. In this latter system, specific nature of the project will be carefully analyzed, to see whether any particular ‘long lead items’ due to procurement or engineering works can be identified among the various project works. . In that case, the project will be divided into several project packages and tailored to enable some procurement or construction parts of the project to start while the remaining parts of the project are still under design process.
For instance, the foundation works on site will start immediately after the design of foundation is completed while other parts of the building structure is still being designed.
Construction of the main structure will start while other architectural drawings are still in progress and have not been completed. This process is carried out systematically and simultaneously under full control of the Construction Management team.
The main objective in this approach is to reduce construction time and full control of the Quality, Quantity, Cost and Time.

This approach is the most common method adopted in Indonesia for general projects. Design / Engineering is prepared by Engineers / Architects based on a Terms of Reference, prepared by the Project Owner himself or even better by a Project Manager specificlly appointed by the Owner to manage the whole process. Completeness and correcness of this Terms of Reference is the key factor for the success of the following steps, which is often overlooked and treated lightly by many project Owners. It should from the very beginning state the project goals in terms of Quality, Quantity, Cost and Time.
Another key factor to the success of the project, especially regarding it’s cost and time efficiency is that all the project objectives should be controlled on every milestone throughout the project. This is to say that all the engineering disciplines involved in this project should be checked whether all the quantitative criterias set up in the Terms of Reference are complied.
Upon approval of the preliminary design, the Engineers / Architects will carry out the Design Development of the project and prepare the Detail engineering to be implemented for the later stages.
Detail design therefore will be developed and Tender / Construction documents will be prepared, complete with its technical and administrative specifications and conditions.
Upon completion of the Tender documents then a tender may be called for the Contractors to submit their bids.
The most responsible and reasonable bid therefore will be selected and Contractors will be appointed to carry out the works on site.
If the Client so wish, EII could offer a Construction Supervision or Construction Management services to ensure that the design will be carried out properly as designed by the design consultants and timely as the Client wish.
During the design / engineering phase, starting with Preliminary design, Design Development and later the Detail engineering stage, a Cost Planning & Control process will be carried out by our project Planning & Control team. This process is to ensure that the project will not merely comply to the technical requirements, but also attain the economical and time considerations for optimization of budget and schedule..
